みなさんは「パワハラ」という言葉を聞いたことがありますか。これは「パワーハラスメント」を短くした言葉で、日本で作られた「和製英語」です。職場で立場が上の人が、その立場を利用して、部下にひどいことをしたり、働く環境を悪くしたりすることを言います。
例えば、みんなの前で大きな声でどなったり、わざと仕事をさせなかったりすることです。日本では2022年4月から、すべての会社がパワハラを防がなければならないという法律(パワハラ防止法)が始まりました。会社の中に、社員が相談できる窓口を作ることも決められています。
しかし、法律ができても、問題がすぐになくなったわけではありません。特に外国から来て働いている人の中には、「どこに相談すればいいのかわからない」「誰に話せばいいのか知らない」という人が多くいます。仕事を失うことを心配して、一人で我慢してしまう人も少なくないのです。
もしパワハラを受けていると感じたら、まず大切なのは「記録」です。いつ、どこで、誰に何をされたかをメモしたり、スマートフォンで録音したりして、証拠を残しましょう。記録があれば、相談するときに何があったかを正しく伝えることができます。
そのあと、会社の相談窓口に連絡します。会社の人に話しにくい場合は、法務省の「外国語人権相談」のように、自分の国の言葉で相談できる外の窓口もあります。つまり、一番大切なのは、一人で悩み続けないで、記録を残して誰かに相談することなのです。

Have you ever heard the word “pawahara”? It is a shortened form of “power harassment,” and it is “wasei-eigo” — an English-like word made in Japan. It refers to a person in a higher position at work using that position to treat subordinates badly or to make the working environment worse.
For example, yelling at someone in front of everyone, or deliberately not giving them any work. In Japan, a law (the Power Harassment Prevention Act) took effect in April 2022, requiring all companies to prevent power harassment. Companies are also required to set up a consultation desk where employees can seek advice.
However, even with the law in place, the problem did not disappear right away. Especially among people who have come from abroad to work, many say, “I don’t know where to go for advice” or “I don’t know who to talk to.” Quite a few endure it alone, worried that they might lose their job.
If you feel you are experiencing power harassment, the most important first step is “keeping a record.” Take notes on when, where, who did what to you, or use your smartphone to record audio, and keep the evidence. With a record, you can explain accurately what happened when you seek advice.
After that, contact your company’s consultation desk. If it is hard to talk to someone at your company, there are also outside services where you can consult in your own language, such as the Ministry of Justice’s “Foreign Language Human Rights Hotline.” In other words, the most important thing is not to keep worrying alone, but to keep a record and talk to someone.
