2026年4月から、日本では自転車の交通ルールが大きく変わりました。自転車による事故が年々増えているためです。新しいルールでは、16歳以上の利用者が軽い違反をした場合、「青切符」という書類が渡され、決められた期間内に「反則金」を払わなければなりません。
違反の例としては、スマートフォンを見ながらの運転、赤信号の無視、道路の右側を走ることなどがあります。特にスマートフォンの使用は危険だと考えられ、反則金も高くなっています。また、カサをさしたり、イヤホンで音楽を聞いたりしながらの運転も、周りの音や様子に気づきにくくなるため禁止されています。
しかし、こうしたルールを知らない人はまだ多いようです。「自転車ぐらい、少しぐらい大丈夫だろう」と考える人も少なくありません。ある調査では、外国から来た利用者の多くが、これらのルールを知らずに走っていたという結果も出ています。対象となるルールは全部で100種類以上もあり、すべてを覚えるのは簡単ではありません。
自転車は、便利で環境にもやさしい乗り物です。しかし、車と同じ「車両」であり、使い方をまちがえれば人をきずつけることもあります。つまり、ルールを正しく理解することは、自分だけでなく、周りの人の安全を守ることにもつながるのです。

From April 2026, the traffic rules for bicycles in Japan changed significantly. This is because accidents involving bicycles have been increasing year by year. Under the new rules, if a user aged 16 or older commits a minor violation, they are given a document called a “blue ticket,” and must pay a “penalty fee” within a set period.
Examples of violations include riding while looking at a smartphone, ignoring red lights, and riding on the right side of the road. Smartphone use in particular is considered dangerous, and its penalty fee is high. Riding while holding an umbrella or while listening to music with earphones is also banned, because it makes riders less aware of surrounding sounds and situations.
However, it seems many people still do not know these rules. Quite a few think, “It’s just a bicycle, so a little is fine.” One survey even found that many riders from other countries had been riding without knowing these rules. In fact, there are over 100 kinds of rules in total, so remembering them all is not easy.
Bicycles are convenient and kind to the environment. However, they are “vehicles,” the same as cars, and if used incorrectly they can hurt people. In other words, understanding the rules correctly leads to protecting not only yourself but also the safety of those around you.
