In Japan, there are detailed rules for throwing away garbage. In many places, you must separate it into “plastics,” “glass,” “metals,” “food waste,” and large “oversized garbage” such as furniture.
However, how garbage is sorted and which days it goes out differ depending on the city or town where you live. For this reason, these rules can feel very difficult for foreigners living in Japan for the first time. Recently, more and more municipalities are handing out pamphlets in foreign languages for such people. After you move in, it is a good idea to first check the pamphlet for your area.
If you do not follow the rules, you may not only have trouble with your neighbors — you may even have to leave the rental housing you live in.
In other words, knowing the correct way to put out garbage is important not only so that everyone can live comfortably, but also to protect your own life in Japan.
Follow the chain: rules differ by area → therefore hard for foreigners → so pamphlets are handed out “for such people.”
も” signals two consequences. The correct option paraphrases 賃貸住宅 as 今の家.
The final つまり sentence is the writer’s summary — the correct option paraphrases it.
